Rotherham Council has issued a notice of intention to commence work on a new Local Plan by no later than Friday 30 October.
A Local Plan Steering Group would also be established as part of the process.
The council says this is the start of a lengthy planning process rather than approval for individual development sites.
However, the eventual Local Plan could shape Rotherham for many years to come.
The issues expected to be weighed up include more homes, more jobs, better infrastructure and protecting green space.
